New client
Creates the client's tables from the base_ tables. Safe to repeat: existing tables are left alone.
Letters, digits and underscore; must start with a letter; up to 40 characters; not "base".

One URL per event. A client with no active webhook for an event gets nothing. The secret is stored as plain text and never shown again; it signs each message (X-Webhook-Signature), it is not sent.
